The action of selling, renting or construction of a commercial building, triggers the need for an energy performance certificate. An EPC is not required for an existing tenancy.
As part of the Energy Performance of Buildings Directive (EPBD), January 2009 signals the beginning of the legal requirement to have in your possession an Energy Performance Certificate for commercial buildings (classed as non-dwellings) that you construct, lease or sell. Ember Energy NI is a provider of the inspection and certification services for the energy performance rating of commercial buildings.
The certificate will provide the energy rating of the building from A – G, where A is the most efficient. The energy rating is based on the characteristics of the building itself and its services (such as heating and lighting). The certificate is accompanied by a report which includes cost-effective recommendations to improve the energy ratings. For each improvement indicative paybacks are listed.

A commercial EPC is valid for 10 years unless major modifications to the building have been made within this timeframe.
Landlords and property managers are responsible for ensuring that an Energy Performance Certificate is made available. Failure to provide an EPC means you may be liable for a fine ranging from £500 – £5000.
Many buildings will be affected by the introduction of Commercial Energy Certificates in the future, these include:
- Energy Certificates for Retail Units.
- Energy Certificates for Industrial Units.
- Energy Certificates for Hotels.
- Energy Certificates for New Build commercial units.
- There is no need to obtain an EPC for an existing tenancy.
EPC are not required on construction, sale or rent for:
- Places of worship.
- Temporary buildings with a planned use time of less than two years.
- Stand-alone buildings with a total useful floor area of less than 50m2.
- Agricultural buildings with a low energy demand
The cost will vary according to factors including size, location, complexity, and age of the building. Prices start at £125 for the most basic retail unit.

- 3000-4000sqft – £275
- 4000-6000sqft – £350
All commercial buildings for sale or rent now require an EPC.
